Former President of the European Court of Human Rights, Honorary President of the International Institute of Human Rights – Fondation René Cassin (IIHR), and Honorary Counsellor of State, Jean-Paul Costa, a French jurist, sadly passed away at the age of 81. Professor Jean Paul Costa, a renowned jurist, sadly passed away on April 27, 2023, at the age of 81.

EPLO – European Public Law Organization announced the devastating news on Facebook,

“With deep regret we announce that the renowned jurist Jean Paul Costa sadly passed away.

A good friend of the EPLO and very distinguished French jurist Jean-Paul Costa, former President of the European Court of Human Rights, Honorary President of the International Institute of Human Rights – Fondation René Cassin (IIHR) and Honorary Councellor of State sadly passed away today at the age of 81.”

Fondation René Cassin – IIDH wrote a heart touching tribute on Twitter,

“It is with deep sadness and great emotion that we learned of the death of President Jean-Paul Costa.

Eminent jurist, Honorary State Councilor and former President of the European Court of Human Rights from 2007 to 2011, Jean-Paul Costa was elected, on June 16, 2021, Honorary President of the René Cassin Foundation after having assumed the presidency from 2012 to 2021.

Holder of numerous distinctions, Commander of the Legion of Honor, Grand Officer of the National Order of Merit, Officer of the Academic Palms, Gold and Silver Star of the Order of the Rising Sun.

Knight of Arts and Letters, and five honorary doctorates from foreign universities, he has published several books and numerous articles.

A great humanist, President Jean-Paul Costa has had a strong impact on our fine institution with his benevolence and his investment in the cause of human rights. We are losing an exceptional man greatly appreciated by all.”

Institute of Public Law Studies (IEDP) wrote,

“It is with sadness and emotion that the IEDP learns of the disappearance of President Jean – Paul Costa . France is losing a great servant of the State and a very great jurist.”

Who was Jean Paul Costa?

Jean-Paul Costa was a French jurist. From 19 January 2007, until his time at the court concluded on 3 November 2011, he presided over the European Court of Human Rights. On November 1st, 1998, he was initially appointed to the Court as a judge. In 2009, he was chosen to spend an extra three years as President.

Costa was born in Tunis, the capital of French Tunisia, and attended the Lycée Carnot there for his education. However, his family fled the nation in 1957 after the country gained its independence.

After attending the elite Lycée Henri-IV in Paris, he continued his education at Sciences Po, often known as the Institute of Political Studies of Paris, where he earned his undergraduate degree in 1961, his law degree in 1962, and his certification for advanced studies in public law in 1964. After that, he attended the École nationale d’administration (National Management School) from 1964 to 1966.

Career

Costa was appointed Auditeur in the Council of State, a body of the French national government that serves as the last-resort administrative court and offers legal advice to the executive branch, in June 1966. He lectured at Sciences Po from 1968 to 1973, and from 1981 to 1984 he served as director of the office of Alain Savary, minister of national education.

He served as the head of the French delegation during the negotiations for the Channel Tunnel’s construction from 1985 to 1986, and from 1985 to 1989, he was a professor at the International Institute of Public Administration. Later, he was appointed Visiting Professor at the Sorbonne and the University of Orléans (1992–1998).

He is chosen to lead the International Institute of Human Rights after serving as president of the European Court of Human Rights. He was selected on January 1 to serve as France’s representative on the newly established European Court of Human Rights. He progressed to become a Section President on May 1, 2000, and Vice-President of the Court on November 1, 2001.

He replaced Swiss Luzius Wildhaber as President of the Court on January 19, 2007. 2009 saw his election to this position again. His tenure as President came to an end on November 3, 2011. Sir Nicolas Bratza succeeded him.

Ambassador, Permanent Representative of France to the Council of Europe, Marie Fontanel tweeted: It is with this smile of eternal admiration and respect that I want to remember Jean-Paul Costa, former pdt of@ECHR_CEDH it was March 21 at @RepFranceCdE to welcome the students of @concourscassin with @IIDHStrasbourg which he also chaired for a long time. I am deeply saddened by his passing but grateful to have had the chance to meet him as a lawyer, from Strasbourg, a cinephile @CinemaOdyssee , an ambassador at the @RepFranceCdE He will have scored. And he will be greatly missed.”
