On March 4, 2023, Douglas Mayor Rene Kemper passed away.

Douglas City official page shared the devastating news on Facebook,

“It is with heavy hearts that we recognize the passing of our much loved mayor and friend, René Kemper. Our thoughts are with her and her family during this time.

The governor has authorized the City of Douglas to lower flags to half-mast through sunset on Friday, March 10, 2023, in remembrance of René.

Thank you.”

According to City Administrator J.D. Cox, the City of Douglas has gotten permission from Wyoming Governor Mark Gordon to lower flags to half-staff for a week until sunset on March 10.

Cox claimed to have learned of Kemper’s passing around 2 a.m. on Friday. The town was heavily hit by the news, he claimed. He said,

“It’s been a very emotional week for us and it’s been hard; it’s very somber here as a result,” 

“She was loved by everybody.” 

In addition to serving as mayor for two terms, Kemper also led a group that assisted disturbed adolescents, according to Cox. She served as a “rock solid anchor” for the city council and personnel, according to him.

Buffalo City Mayor Shane Scharder posted a touching statement to social media,

“To the Ciizens of Douglas,

Our hearts are heavy on learning of the death of Mayor Rene Kemper. She will be remembered as a leader who sought solutions to bring people together and make positive change. Sending prayers to her family, friends and the citizens of Douglas. Rest in peace Mayor Kemper, and may your legacy of progress continue.”

Who was Rene Kemper?

According to the City of Douglas website, Rene Kemper was born and raised in Cheyenne and graduated from Cheyenne Central High School in 1981. She earned her degree in secondary English education from the University of Wyoming in 1987. Later, in 2004, she graduated with a master’s in organizational management from the University of Phoenix. According to the website, she has worked with many civic and humanitarian groups. Dorina, her only child, is a UW and Douglas High School alumna. In 2016, Kemper won his initial election to the Douglas City Council.

After previously serving on the city council, Kemper was only just re-elected mayor for a second term in November. She was actively involved in a number of civic and social groups, including the Douglas Rotary Club, and served as the director of Youth Development Services, which runs the Group Home in Douglas.

The City Council will elect a new mayor following Kemper’s memorial service and will consider applications from the general public to replace the vacant council seat, according to Douglas City Administrator JD Cox. The Mayor Pro Tem will hold the position up to that time.

Tributes to Rene Kemper

Once Rene Kemper’s death became public, a number of national officials and mayoral contenders expressed their concern for the family by saying they were praying.

Cancer Awareness Task Force wrote,

“We are very sad at the passing of Douglas Mayor Rene Kemper. She was our Survivor Speaker at The Pink Flamingo in October 2022. She was a warrior who fought with grace and dignity. Prayers of comfort of peace for her family and all who loved her.”

Kemper was a “true public servant,” according to Rep. Brian Boner of Douglas.

He wrote,

“It is with deep sadness that Nicole and I learned of the passing of Mayor Kemper. Rene was a true public servant who dedicated her life to serving others. If the measure of a life well lived is how many people you have helped, she lived life to the full. Whether it be her work in municipal government or social services, our community and state are so much better for her dedication and service. She will be deeply missed.”
