“It is with heavy hearts that we recognize the passing of our much loved mayor and friend, René Kemper. Our thoughts are with her and her family during this time.
The governor has authorized the City of Douglas to lower flags to half-mast through sunset on Friday, March 10, 2023, in remembrance of René.
Thank you.”
According to City Administrator J.D. Cox, the City of Douglas has gotten permission from Wyoming Governor Mark Gordon to lower flags to half-staff for a week until sunset on March 10.
Cox claimed to have learned of Kemper’s passing around 2 a.m. on Friday. The town was heavily hit by the news, he claimed. He said,
“It’s been a very emotional week for us and it’s been hard; it’s very somber here as a result,”
“She was loved by everybody.”
In addition to serving as mayor for two terms, Kemper also led a group that assisted disturbed adolescents, according to Cox. She served as a “rock solid anchor” for the city council and personnel, according to him.

Kemper was a “true public servant,” according to Rep. Brian Boner of Douglas.

If the measure of a life well lived is how many people you have helped, she lived life to the full. Whether it be her work in municipal government or social services, our community and state are so much better for her dedication and service. She will be deeply missed.”
