According to the statement, Rosa, who had been in foster care as a small child, joined Garcia’s family.

American politician Jess G. “Chuy” Garcia has been the 4th district congressman for Illinois since 2019.
Before being elected to Congress, he held Democratic Party positions on the Cook County Board of Commissioners, the Illinois Senate, and the Chicago City Council.
Garcia arrived in the country as a permanent resident in 1965. The family made its home in Chicago, Illinois’ Little Village, where Garcia is still a resident today. He graduated from St. Rita High School in 1974. In 1977, Garcia was granted citizenship by the United States.
Between 1977 through 1980, Garcia worked at the Legal Aid Fund while pursuing a B.A. in political science at the University of Illinois at Chicago. The Little Village Neighborhood Housing Agency hired him as deputy director, where he remained until 1984. Garcia also holds a master’s degree in urban public planning and policy from the University of Illinois at Chicago.
In 2015 and 2023, he also ran for mayor of Chicago. He has been labelled a progressive throughout his time in Chicago politics and in the federal government. In the 2023 election, he again ran unsuccessfully for mayor of Chicago, this time taking on incumbent Lori Lightfoot. Garcia, who finished fourth in the preliminary round, supported Brandon Johnson’s bid for the runoff.
