In 1966, San Jose Barrio High School became Occidental Mindoro State College (OMSC). The school was temporarily located inside the ten-room PTA facility on the site of the public elementary school in Poblacion, San Jose. The library was not given its own space. Ms. Arsenia Santos and Ms. Avelina Noble, the property custodian and secretary of the barrio school, respectively, were available for book loans if the kids needed them.

Through the availability and usage of educational resources found in libraries, knowledge is developed. The barrio high school’s pre-fabricated Marcos-style building with ten rooms was built inside the former Bureau of Lands site two years later. Again, no specific space was designated as a library.

The high school department from the OMSC Main campus was relocated to the Labangan campus as a result of the quickly increasing student population. Later, a high school student library was created. The second level of the former OMSC hostel in the northeastern part of Brgy housed the college library for the Labangan campus.
The Lubang Campus Library was established in November 2017 under his rule as well. Ms. Jannette Masangkay, who works under the direction of Dr. Miguel Elausa, the campus director, is the first to staff the library on that site.

In 2019, the library campuses have more than 43,000 volumes of books that continuously serve as references and textbooks for all library users across campuses. E-Books and E-journals are continually increasing as well as the linkages and affiliates of the Library.
