Tuffy Quinonez, a Democratic alderman from Rockford’s 11th ward, passed away on February 21,2023.
The city of Rockford Government announced the death of Tuffy Quinonez on Twitter.
It read,
“It is with great sadness that we announce the passing of Tuffy Quinonez, 76. Quinonez has served as the City’s 11th Ward Alderman since 2017.”

Mayor Tom McNamara mourned the loss,
“Tuffy was a proud veteran, successful businessman and dedicated community servant. He was also a strong advocate for small businesses and the revitalization of the Broadway business district,”
“I’m saddened by his passing. I join his family, friends and constituents who are mourning this tremendous loss to our community.”
Following Quinonez’s demise, the city council meeting scheduled for Monday was cancelled.
14th ward councilman, Mark Bonne posted a touching statement to social media in which he praised Quinonez for always being a man of his word.
“Tuffy Quinonez had smiling Irish eyes and an unmistakable joie de vivre, to borrow expressions from two cultures that as far as I know weren’t his. He greeted me often with the phrase, “Everything’s going good.” (I was never entirely sure if that was a question to me or an anticipation of me asking about his general well-being.) Tuffy thoroughly enjoyed serving the people of the 11th Ward, and he relished the transactional nature of politics that other public officeholders merely tolerate. He was a man of his word; if Tuffy promised you his support, you could count on him. I’ll miss Tuffy’s presence on the City Council floor every week, not to mention meeting him “for a cold one” when he had issues he wanted to discuss. I imagine that all of us who served with Ald. Quinonez are feeling very sad and a little empty right now.”

Quinonez won re-election to serve the 11th ward of the city in 2021.
He had a unique affinity for investing cash into the Broadway neighborhood.
Quinonez said,
“I want to see Broadway come up and be lively again like it was back in the day,”
“With the new organizations and Broadway businesses coming up, we’re headed in the right direction.”
Quinonez was committed to enhancing his neighborhood, which included attracting regional companies. Earlier last month, he was pleased to welcome a new ethnic food shop to the neighborhood.
Quinonez said,
“This will show the community that to invest into the Broadway area, that we’re expecting more new businesses to come in when this place opens up.”
The Mexican flag was always placed at his seat as a symbol of his Hispanic background, something he was very proud of. He was a member of the city’s Liquor Commission and Code and Regulation Committee.
Winnebago County was originally served by Quinonez. Joseph Chiarelli, the current chairman of the Winnebago County Board, stated that
“as a current Alderman and former Winnebago County Board Member, Tuffy dedicated his life to serving his community and he will be sorely missed.”
